Always had good brakes on 301A, [ same as 1020 ] until winter when left side froze. I warmed them up, drained the oil, the left side filled up and has great brakes again. The right side has never picked up any oil. What gives?

Probably check valve failure in brake valve housing. Have brakes been bleed?

I tried bleeding them but could not pump up anything. Bad part is I had no problem with the brake on that side until I drained them. The left one was freezing and locking up. I had to set a pan of coals under it to thaw it out, then I drained them. Left one came right back.
