4020 fuel pump wont prime

Working on a 1970 4020 which has been sitting for a while. It has the original C pump with the push tab wire going into the shutoff solenoid. We have good fuel flow through the pump and out the return (one of the return boots is cracked so can see it push fuel out) We have power to the shut off solenoid and can hear it faintly click with the key. We also pulled the plunger out but still can not get any fuel out of the injector lines. With the shut off solenoid completely removed we get fuel coming out of the hole while cranking. Could the plungers on top be stuck and if so are there any tricks to free them up? I've heard this pump is hard to get parts for and owner just wants to get it running to sell it. Thanks for any suggestions.

Probably has the rotor plungers stuck from setting, been getting more pumps like that in for repair lately..
