4020 RPM fluctuates

I replaced the knob and lever and spring on the throttle lever. It was all missing when I recently purchased this tractor. The lever now stops as it is supposed to with out shutting down.
Now I have a problem with it idling. When I idle it down, after 30 or 40 seconds it starts reving back up toward full rpm ? I Can pump the foot throttle and it idles right back down, but then it wants to rev back up on its own. Any ideas. Thanks, Dick
 
Xs two with TX jim, injection pump needs serviced PRONTO before the hydraulic head seizes and breaks the drive shaft. Just repaired a JD 3010 pump for the same trouble yesterday..

Amount of difficulty in R&R of inj pump will depend on ones mechanical ability. One needs to get engine on # 1 TDC before removing IP.
