John Deere g power lift not working

So today I got the clutch rebuilt and back in my g and wanted to check the live hydraulics and low and behold the power lift dosent work. It is full of oil and I can lift the 3 point hitch by hand and it will stay in one spot with the handle in the stop position and will go back down if I push it forwards or backwards. When I got the tractor I had to add almost 2 gallons of oil to top it off and I would assume that the hydraulic pump would self prime and make pressure but that?s not the case. Even with the pto engaged still nothing. I?m hoping it?s an easy fix.
 
No live power on a G unless you have a distributor driven pump. You need to have the clutch engaged to get anything pumping otherwise. Same for the pro.

Blown out rockshaft cylinder gasket, worn packings where the PTO runs thru housings, and missing inspection plug in the rockshaft housing can all allow oil to flow into the transmission.
 
I believe so but I took the intake plate off where the on off toggle is and I think the toggle is in the wrong position. But there also feels like there is something busted in there. And I don?t have a clue in how to rebuild it.
