Dubuque 4 rear wheel spacers

I have a set of 4" wheel spacers (part # M1452T) that according to the John Deere parts catalogs could be used on M-430 model standard and utility tractors that had the waffle type of rear rim. What farming operation or type of implement required this spacer? How also were the front wheels set? Any information about this part would be appreciated. Thanks.
 
Is that a spacer or block with bolt with a threaded rod sticking out both ends? The 430U that I got from my uncle has them on one side with waffle wheels, it has a #35 loader and the spacers keep it away from loader frame. The other side did have a approximately 4" wide spacer because the wheel bolts got loose and warbled out the holes so they had to go to the inner bolt holes and the spacer keeps it out so it clears loader.
