John Deere 310 SG no movement

Tires will spin both directions when in the air. removed all plugs and plugged back in all ok. CHecked fuses and relays, replaced some bad fuses. Pulled column and checked shift lever, had two plugs coming out of it, One has 3 blue wires and one white (maybe). When unit on all three light up one for fwd one for neutral one for rev.. Other harness has one blue that lights up for rev. I think rest go to speeds on trans speed valve body. Opened valve body and checked the fwd nue and rev solenoids, wires good, but when put in fwd one solenoid lights when in neutral none, and when in rev two light up checked power and 13v on one and 4 volts on the other. Im thinking possible shift lever. any thoughts or checks? The fwd wire goes from lever to trns but the neu and rev go though the fuse box.

Not to kick you while you're down but, newer machines are getting more intricate and replacing parts because it might be the problem is expensive and may not fix it. One can guess all day on what, where and how to test. Instead of electrical, could it be a hydraulic issue in the reverser? What is the procedure to check that? Where are the test ports? You don't reference "the manual says" so to me the indication is you don't have the manuals. My thoughts are you need to get the manuals to study and troubleshoot this problem, by the steps JD recommends. Test manual is TM1883 and the Repair manual is TM1884. The manuals are not cheap but neither is your machine. You need both, the way they break up the info now. You can get them at http://www.johndeeretechinfo.com . JMHO.
