4020 Throttle linkage

I have a 64/65 vintage 4020 Diesel. Last fall I experience and issue with the throttle. The engine will not shutdown when I pull the black knob and move it to the shutdown position. I have to get off the tractor and remove the side cover and move the linkage then it shuts down. The foot pedal works fine and the throttle moves full range. This my have been addressed previously on the forum I may have missed it.
 
There is a chance that clippings and dust junk is packed under the linkage in behind the lower dash.
 
As Tim S said start there. I notice on Dad's 4020 if I use the foot throttle when you go to shut it off sometimes it doesn't, or is stumbles like some of the fuel is being cut to it. I've found if I pull up on the foot throttle just a little it shuts right off. When I had it apart doing some wiring/lights I did check that and spray some lube on the linkage and worked it and it did help. Might check that, just need to pull the panel the light switch and push button is on by removing that one bolt and you'll see it.
