Advice on a 4020 with a slipping PTO

I replaced the clutch on a 71 model 4020 last year with the
synchro shift trans. Had the flywheel refaced and used the JD tool when installing the pressure plate. He has only used it with a square bale baler and a 14' bush hog. It has a 2 stage clutch and the main clutch is holding fine but the PTO clutch is slipping so bad the bush hog will almost stop spinning. There is a inch of freeplay in the clutch pedal,is there anything else I can check to put him back to work? This is a 90 something HP tractor and I would have thought it would not have had any problem pulling a 14' bush hog.
 
The pedal free travel has nothing to do with the PTO,,the PTO is hydraulically activated, 2 small pistons, or cylinders push on the PTO bearing then push on the 3 PTO fingers, the pressure could be low, the clutch could be out of adjustment,, the clutch could be worn out...

Correction: '71 was not the last year for syncro-range trans in a 4020. '72 3020/4020 also had SR transmisions
 
Old timers again? He said he replaced the clutch last year not it was the last year of production.
 
Any oil leaking in clutch housing?
They were bad about that.

Another point.... that is not a two stage clutch.
Two stage clutch was when the pto and tran clutches were operated by the same pedal at different stages of travel.

This tractor has a two stage clutch, I am the one who bought it and installed it for him last year. The very top inch of of the clutch pedal travel engages the PTO clutch. I am looking for any reasons why this clutch is slipping already.

That defies how they actually work, there are two sections to the clutch, trans and pto, there should be 6 fingers on the pressure plate, 3 for each. The trans drive fingers are push to release and sit in a smaller circle from the PTO fingers. The PTO fingers are push to apply.

The pressure plate you put in had 6 fingers on it?

When you say the top inch engages the PTO, is that when you push down or release the pedal?

I'd follow tim s and Tx Jim's advice, they are on the right track.
 

I was thinking of a different tractor with the way the PTO is engaged. On this JD it has a piston that is part of the throw out bearing that does it, hydraulic as Tim mentioned. Does anyone know of anything I can check on this before splitting it and replacing the clutch?

The pto is engaged by two pistons not one.
I asked you if you were getting oil into the bell housing,
