B carb additions

Any idea why there might be these pipe
plugs in the carb? It's a 67.

The rear plug I bet is plugging a hole that was drilled so they could drive out the main jet. The front plug I can't guess.

But I have sometimes seen a nipple and a valve placed in them for what people have told me was to tap vacuum to run a milking machine ?
 
Probably was used on a tractor that ran on propane at one time. They usually drill them like that for it.
 
What they said about the plugs. What you are seeing around the load needle casting is just a faulty casting. I've seen a few that way. Just put in brass plugs and grind them flush and paint. Never detectable.
