JD 2630 steering issue

My FIL's 2630 has developed an issue with the power steering. When changing directions the steering will lock up/act jumpy. If you let it sit there for 10-15 sec it will steer fine in that direction but when you switch directions again it will lock up/buck the steering wheel. How fast you turn the steering wheel doesn't really seem to affect it, it acts pretty much the same whether you turn it slow or fast. After running for a while it seems to get a little better but not a whole lot. This tractor gets regular fluid changes every spring before planting begins, the lower screen is cleaned at this time also. Next time I'm over there I'll check the oil level. From what I've read it sounds like there might be an internal leak somewhere.

I grew up working on the two cylinders, much simpler machines! What are the troubleshooting steps to go through for this problem?
 

My guess is one of the control valve poppet's is malfunctioning. This poppet?(circled in blue) problem could have been caused worn shim causing incorrect spacing on valve assemblies. Shaft with vales can be removed while housing stays attached to tractor. During disassembly/inspection the 6 large o-rings should be replaced.

Do what Tx Jim says . A few years ago my 1640 soaked me with hydraulic oil when the seals in the steering column failed .
New seals runs great and eliminated about half of the phantom groans from the hydraulic system .
 

Cheaper part listed in photo is available from JD owned A&I division or independent A&I dealer. No shims are included in kit but it's possible no shims will be required. If you disassemble valves on shaft be sure you reinstall parts in EXACTLY the same location

How will I know if the shims are worn too much to reuse? I'd hate to replace all the seals and have them go bad. What all is included in the overhaul kit?
