51 Model A Governor?

I have just recently overhauled my 51A with new rings, head redone, carb redone and redone distributor. Been running it pretty hard lately to get the rings seated and see if any new problems and I may have found one. When going up hill with a load it almost feels like its downshifting to a lower RPM. My A seems to be running at a certain RPM, stops for a second, then starts at a lower RPM and continues up the hill just fine. Just when I'm about to react with an Oh (expletive) it smooths out like no problem at the lower RPM. Best thing to compare it to is when your driving an old straight truck up a hill, you push in the clutch, down shift and crawl up at a lower RPM and gear. Plenty of power, never gets close to dying. My 37B does not do this. The RPMs gradually decrease as I climb up the hill. Governor and transmission are the only areas I have not touched. Thank you for any input.
 
Give your ignition system a good once over. Use a hand spray water bottle on the distributor and wires, look for an arc.
