JD 4230 to much Hydraulic pressure

I have a 1973 JD 4230. I had my pressure check at the Remotes, and it 2200. But The service remotes, started leaking and the seal around the PTO leaks after running it, for approximately 30 minutes. The excessive pressure is causing my steering valve/box to bust the bottom plate. Any ideas. Thanks.
 
For one thing 2200psi is not too much pressure,,that is a very normal reading,,the SCV leak is another issue,it will need resealed,calibrated and tested,, the PTO leak is the seal and guide worn,, the steer valve is a separate issue too, it will need re-sealed, calibrated and tested.. so what you have is a series of little issues coming together at the same time,,it has a lot to do with the Birthdays of the tractor,,over time these things get worn and the o-rings get hard and brittle causing these kind of leaks I can help you with the valves here if you want,, I can re-build and bench test them here the PTO leak is something I can walk you through when your ready..
 
Tim, I have a hydraulic block or brick, with only 3 lines hook to it. 1 line from the front, 1 line from the rear and 1 line coming out of the top. The top line supplies oil to the steering Valve/box. Do you know if there any valves in there, that could be stuck open, to cause to much oil to go into the steering Valve/box? Thanks Mitch.
 
That is just a "T" kind of thing oil in from hydraulic pump oil up to the steering and brakes,,oil continuing on to the rockshaft..

I think that there is a back pressure or restriction in the return oil circuit causing this...I am re-thinking it to get an idea on why...
