4020 isolated 24 volt starter

Had the 24 volt starter overhauled on JD 4020. Reinstalled, and it wants to run when you hook up the battery; even with the solenoid wires disconnected. I have heard the starter is supposed to be isolated, does this mean the electrical studs going through the housing should have a non-conductive washer/bushing between the studs and the housing?
 
. Is there two heavy insulated studs on the starter that a battery cable and a heavy cable from the solenoid connect to?
 
The iron case/frame is NOT a part of the starter motor electrical circuit, the Field and Armature windings are insulated/isolated off the case/frame. Unlike a big single electrical stud on a 12 volt starter and the iron frame serving as the current return/ground, the iron case/frame of the Deere 24 volt starter IS NOT used as a part of the electrical circuit. Yes the big electrical conductor pass through studs should be insulated/isolated off the iron case/frame. Sounds like it may be mis-wired such that the solenoid isn't in the circuit and the starter is always receiving voltage ??? The solenoid unless activated and closed is supposed to open the 24 volt circuit from the batteries. Is there one big cable to the starter and the other of opposite polarity (24 volts across the two) to the solenoid ????

Thank you all. I was wrong as I was looking over a shoulder. Studs are isolated but I think the problem may be inside where the brush mounting is directly to the housing. No isolating component is seen there. Is there an isolating component for the brush mounting that may have been left out?
 
NONE of the brushes or fields is supposed to be electrically connected to the case/frame unlike on a 6 or 12 volt unit.

Inside the starter where the field winding's are attached to one and other there should be a triangle shaped piece of insulation between the housing and that connection. Be sure that wasn't lost in the rebuild and that connection isn't touching the housing.
