420W slant steer PTO issue

I have a 420W slant steer, power steering, 5 spd. I am sure it has live PTO and 2 stage clutch. Problem is I think PTO stage of clutch is stuck. To run bush hog I have to engage PTO and start tractor I can disengage PTO with it running. If I have tractor running and clutch fully engaged I can not engage the PTO it "Grinds". any ideas on unsticking the 2nd stage without pulling tractor apart?

No I have made no adjustments to it, I will check the service manual, but I am pretty sure the second disk is going to be stuck to the flywheel of pressure plate.
 
Did it just start doing this or did you buy it that way.

I bought one like that and as B&D indicated the second stage was way out of adjustment. I also found that the special tool for adjusting the spicer is made out of unobtanium. Had to figure out and fabricate one.

I bought this from an older gent. It had been sitting in his back yard uncovered for I bet at least 10 years. I actually got it to run. I have been rebuilding everything on it that needs help. down to this turkey. Note it cannot be engaged with tractor running. but with clutch fully engaged it does not push the tractor. I will research the adjustment.
 

I've had clutches rust to the flywheel overnight. So ten years might have a good hold on it. For transmission clutches that are rusted, we usually powershift up to high gear and with the clutch pedal down, shock the driveline. That usually does it. However, this is different. You only have one speed. I'd suggest strapping the clutch pedal down tight and try to shock the pto with a heavy load. But my guess is you'll end up splitting it.
