Heating it up and letting it cool should help a lot. I always use a Harbor Freight small slide hammer with a screw type tip to get them out.
 
They are brass and carb is cast, They do not rust together BUT the rust does expand and close up the available clearance around nozzle and tightens it. Three things if you don't want to end up buying a new one. First, sand blast the hole where you want it to slip out of...obvious reasons , next hit the end of it with acetylene welding tip and get hot until you see pretty jade green flames come out and keep "flashing " it for 15 seconds or so as long as green keeps flashing. Do NOT melt the brass. Now squirt with some PB Blaster and after cooled down, tap it with any size tap that you have some long threaded rod for. Thread it in and put a heavy washer on and the nut and tighten down and it should pull right out. It may come without all the preliminary steps , but better safe than sorry. There is only a short (less than 1/4" ) section of the nozzle that is a tight fit. That's all that is holding it so that's why you need to thoroughly clean the path it has to slide over to get out or it will come hard all the way.
