JD400 Roosa-Master - does not turn off tractor consistantly

Have an old JD400 (serial T5W3D 057511T) , been replacing parts to get it reliable again. A problem it has had since I got it last year is that it will sometimes not shut off right away. Sometimes it takes up to a minute to turn off. I believe from reading it's in the roosa-master fuel pump - the solenoid. Is there a special tool to get to the solenoid? or am I barking up the wrong tree?... and would this problem also cause it not to start up consistently also? It feels like a bad starter (just clicks) then eventually get to where it will crank. I replaced the starter and the key switch so far. Battery is 2 years old. Many thanks all! JoeR
 
There are two solenoids used, early flapper type and late plunger type. If it's the late type the plunger can sometimes stick. A sticking metering valve will also cause slow shut down too, and a fuel lube additive might be worth a try. I use two cycle motor oil in my tractors fuel, seems to help far as smoother governor action goes.
 
Is yours the little tiny pump ? I know of a JD400 with the tiny pump acts the same way as far as not shutting off right away. Many times you could walk a little ways from it and then it would stop. Always started good though. Last time I was around it seemed to be acting "normal" though. The pump shut off should not be related to the starter solenoid engaging.
 
here is a picture of my pump, notice the port where the lead is attached. I assume that means I have a solenoid. How would that port be removed to get to the plunger.

That's the same "little" pump I was talking about. Forget what they call them CDC ? CBC ? something like that ?
It did the slow shut off for years then it magically fixed itself ?
 
So Should I try a fuel additive before I tear into this thing? Any other fuel additive recommendations?
 
If it still runs I'd say do not touch that pump. Parts for those I hear were discontinued long ago and you would then have to change over to the other type of pump.
 
Places like CentralFuel in Estherville Iowa, are offering complete solenoids for the CB pumps. The tractor might be not shutting off because of a very small gasket that seats the plunger. That gasket is very hard to get separatly and NLA at Deere.
 
Try hooking up a voltmeter to the wire that goes to the injection pump, turn key on and off several times, it might be wire, key switch ? worth checking
the wire on mine had a very loose connection to pump, took pliers, gave a good squeeze, reconnect and all is good.
