JD 420 W PTO

Recently purchased 1957 JD 420 with 5 speed trans. It has live pto as clutch depressed half way down to stop shuts off pto shaft.
Clutch fully depressed pto and tractor stops. PTO lever to left of trans box has two positions push left pto shaft continues to turn push
lever to right pto shaft spins faster. Is this by design?
 
If lpto, clutch half way down the tractor should stop, pto will keep turning under power. Sounds like a non lpto set up, moving the shift leaver to the left is putting it in N, and it will spin, but won't have any power. Moving it to the right is putting it in gear, and will turn faster.
 

There is no PTO brake on those . The pto shaft will rotate at reduced rpm when disengaged due to be turbined by moving oil .
