JD 420W PTO

Recently purchased 1957 JD 420 with 5 Speed trans. I believe it has live pto when clutch pedal pushed half down it stops the pto from turning push clutch pedal all the way down tractor stops. My question is the pto lever to the left of shift box does not disengage the pto shaft from turning. Turn lever left shaft spins slower turn lever to the right shaft spins faster. I do not know if this is by design?

Sounds like you have the optional continuous-running pto.
PTO is engaged when the lever is pushed to the right.

Standard tranny driven pto is engaged when lever is pushed to the left.

If yours is like my 1957 420S 5-speed with standard pto, when my pto lever is disengaged the pto shaft is still slowly turning due to oil drag. Rub a wooden stick up against it and it stops without much effort.
