2040 steering valve leaks

I have a JD 2040 tiger stripe version that the oil leaks from the top of steering shaft. I took it apart and replaced the orings and backup washers and the seal on top, but after reassembly the seal leaks again. The seal was pushed up out of the place it belongs up against the steering wheel. I am looking for thoughts or ideas. Thanks.
 

My guess is one of the 6 large o-rings is located in incorrect location in PS housing or o-ring is faulty. It might be good idea to check stand-by pressure which should be 2250 psi
 
Hard to check hydraulic pressure when the steering valve pushing oil out the top. This is the reason I took it apart seal was pushed up and outta place.

To check stand-by with leaking power steering valve just remove PS supply line install a cap then with engine running check stand-by pressure. Cap thread size should be 0.562 IN
