JD 3020 fuel issue

I have an early model JD 3020 syncrorange diesel. Baling hay I started losing power and figured the fuel filters were getting dirty. Changed
filters and bled the system and cannot get above 15-1600 rpms. Checked the return line out of the pump to make sure it was clear and
appears to be. Still no better in getting rpms up. Took primary fuel filter off and dumped fuel into glass jar and it looks clean. Any suggestions on
what to try would be greatly appreciated. Thanks in advance for everyone?s help.
 
If you can do this SAFELY, loosen the two screws holding the cover over the timing window on the IP and let the fuel piddle on the ground and note if will now rev up.
 
Thanks that did increase the rpms from 1000 up to 1600 but as soon as I tightened the screw they went back to 1000. What should be my next steps or will I have to take the pump off and have rebuilt. Open to any and all suggestions. Thanks again.
 

Sounds as if fuel return line check valve is clogged due to deterioration of inj pump drive ring which replacing drive ring requires inj pump disassembly.

You can disconnect the return line from the injection pump, then remove the fitting directly in the pump body. Clean the pieces out of it (NOT the check valve), and reinstall. It should work until it plugs up again. That will depend upon how fast the governor ring is breaking up. But yes, an injection pump rebuild is in your future...
