John Deere 420 transmission and rim questions

Hi, How do you tell if a 5 speed 420 has a live pto? What is the best way and/or most economical way to repair rusted out rear rims? Thanks guys

There is also an early 5 speed and a later heavier duty 5 speed introduced when slant steer 20 series was introduced .

Push the clutch all the way down with the engine running, put the pto and trans in gear, if Lpto the pto will spin when the petal is half way up, let it up some more and the tractor will move. I've repaired rusted out rims by cutting pieces out of another rim and welding them in.
