John Deere 4030 low clutch pressure

Tractor came in with low clutch pressure,
replace plugged screen ,filter , brakes ,
rebuilt hi/low clutch packs, resealed throw
out bearings new transmission pump and
clutch pressure around 150 after we shimmed
pressure valve, any ideas?
 
When I did a clutch job on a 4030,(has been 20 years), there is a needle roller #32 in the parts breakdown that is 2 different lengths, any way there was a short one where there should have been a long one, causing the same issue if I remember right. Found that while pressurizing the ports that go to the clutch from the valve housing(had valve housing off). Customer said the tractor was completely different after I found that. Bought new and it was 1996-97 when I worked on it.
 
I ordered that pin yesterday, I am not totally sure where it goes but I better find it, I will put air to it in morning, thanks!
 
One of my books shows 4030 clutch pressure is supposed to be 105-115 psi @ 1900 rpm. 150 psi? That would be kinda low for a 4430.
