JD 4045 engine repairs

Got a line on a 2006 year wood chipper that may be for sale. Has the JD 4045 diesel engine. I was told it was hard starting and when started it would not throttle up or run good enough ? to try out the rest of the chipper functions. Was told others thought it was low on compression and needed rings ? I do not think anyone really checked it. Machine has 3500 hours on it and I find it hard to believe you could ruin a JD engine in so few of hours ? or if maybe it was either a lot and they broke some rings possibly ?
I was wondering if these engines have a common issue that shows up causing such symptoms ? and if these injection pumps had that plastic damping ring that fails and if they can fail so they will not rev up ?
Anyone buy a rebuild kit and have head work done recently ? how much is this running these days.
Anyone got a complete running engine laying around and if so how much $
 
My first guess would be poor fuel flow from the tank... I have a 5303 coming in next week with the same issue...
 
Regular 4.5 or power Tech? I have a power tech 4.5 out of a street sweeper I’d let go for $3500.

No offense to the good tree guys, but some of the guys I see could ruin one in about 50 hrs.

I’m with Tim on suspecting Fuel flow, either blockage, bad lift pump or plugged fuel filter.

Not sure on the plastic ring in the fuel pump, I haven’t worked on any that new yet.

Even my most worn out Deere engine, which is a 219 in a fork lift, requires ether on 90 degree days run strong once it’s going.
