If you are talking the two square/rectangle looking spots below where the TOM arms are - I have no idea. I never had anything attached to mine or found any reason for those to be there.

Same for our three 1951 MTs.
 
Maybe allows same axle housing to be used on Lh & Rh side of tractor. Maybe same axle was used on another machine, like an industrial one. Maybe to hold it in place while machining. I dunno!
 
Yep, axle housing M991T is used on both sides of the tractor. In fact, a whole lot more than just the housing is common.

Trivia: Did you ever notice that the Rh & Lh rear fenders on a 5200, 5300 and 5400 tractor are identical - just assembled using different holes.

Each separate part number in the parts system costs money!
