Normally those type steering valves can be resealed without the aid of any special tools & don't require any hyd valve adjustments as long as steering shaft with valves/shims is left intact IE not disassembled.
The most difficult part of resealing these valves is getting the 6 large o-rings in their correct locations in the steering housing.
