John Deere 1020 starting issues

Have a 1020 John Deere gas tractor that will not
spin over unless solenoid is crossed. Had starter
rebuilt with new solenoid also, and still will not
turn over unless solenoid is crossed. Also have
jumped neutral safety switch with no results. Any
suggestions? Do not like crossing solenoid for safety
reasons.
 
When you say you crossed the solenoid, do you mean you are crossing between the two big terminals (battery cable and starter posts) on the solenoid. Or are you using a jumper from the battery terminal to the ignition switch terminal on the solenoid to make the solenoid work and the starter spin? If it spins with a jumper, the problem is likely in the ignition switch or wiring. Take a test light and check to see if the starter solenoid is getting power from the switch when you turn it to start. You can start at the starter and work back towards the switch or at the switch and work towards the starter checking each connection point. If power is at the solenoid terminal where the wire from the switch connects when the key is turned to start you may have a bad solenoid. It would seem a shop would have tested the starter after rebuilding it by energizing the solenoid.
 
So the solenoid and starter work if the S (start) terminal on the solenoid gets power. So the problem is likely a switch or broken wire between the ignition switch and the S terminal.

Use a test light or voltmeter to see if you are getting power at the start terminal of the ignition switch when you turn the key. If it has power there check the wires at the neutral switch next, and keep working down the line until you don't find power when the key is turned to start. You said you jumped the neutral switch (jumper wire connecting the terminals in the connector, right?) and it didn't work. That would indicate the problem is prior to the neutral switch to me.
 

If neutral start switch tests good then more than likely there's a ign switch &/or wiring problem. JD engineers introduced a relay kit to help solve starting problems such as your tractor is experiencing.
