720d wont start

My 720 ran great last winter. Had the transfer pump rebuilt by a good shop over the winter then. Got air in the lines while I had it apart. Also forgot to open the fuel bowl once and ran it out of fuel. No problem I thought. Bled it at the filters and the line into the block. It still wont even putt. I have updated the fuel system to the 730 style with a return line. Have fuel at that return fitting. I flipped an injector around and cranked it over, no spray there. Took the line off at that injector and cranked, nothing at first, very little bit came out after more cranking. Fuel tank is FULL.

What am I missing?? Do I just need to crank it more? Maybe just pull it around some?

Again, it ran great after I updated to the 730 style system. Trouble started after I merely removed and reinstalled the transfer pump this winter. Even if the pump is making 0 pressure it should at least idle I'd think.
 
I had checked that a few weeks ago when I messed with it and it was good. I'll check again though. I have the pump cover and valve cover off so I can watch and check it all.
 
It was the dang eccentric screw adjustment on the rack. Had that side piece off for some reason earlier, guess it got out of whack. I was checking to make sure the pumps weren't stuck and noticed the rack only opened to 10 at wide open throttle. I probably was only barely sending idle fuel level to the injectors at wide open throttle and I only had it half throttle trying to start it, which would explain why I could not get them primed.

Fired right off once I fixed that!!
