3020 Help with seat please

I have a 3020 that the seat will slide into the desired position but will not lock in. I see a small cable dangling underneath the seat but have not had a chance to investigate. I do see that it is broken. Would that likely be my problem, and is it still available? Also I have another 3020 in need of an engine overhaul and wandered if y'all would recommend a brand of overhaul kit. I don't have the knowledge to do it myself, I'm gonna take it to a shop and have it done. Thanks Guys for the advice!!!!!

The cable you are seeing is to hold the seat in the rear or upper position,to be out of the way if you were standing up as you drove,,this don't happen as much now as in the older days,, the reason it is not latching could be that the slide on the lever is not letting the stop to move to a higher position notch,,a bit of lube and and working the lever may help,, as for O/H parts I like the Reliance engine kits.
