I have had this laying around some time. Original paint looks to me like 30's or 40's?

Maybe an "evener" for pulling a two section spike tooth harrow (drag), one section attached behind either end of the cross member pictured.

I would guess that it is a part from some type of (very old) horse drawn equipment.
It's rattling around in my head, but it won't quite come out.
Perhaps the number on the left corner (WH 134) may help you get an answer. I bet it's is an old Deere part number.
