Have the service manual, and have checked what I can.
The problem is that without the heavy spring attached the 3pt arms will go up by moving the control lever. However as soon as the spring is attached the arms will not move regardless of control lever position.
I will add that in the full up position I am barely able to move them once the lever is moved to the down position.
I have had it apart to replace leaking seals on the control shafts. Control lever is one shaft and there is another behind that that the draft control hooks to.
