A lot of tractors never came with them. I think in Michigan it was a law that a tractor needed them to travel down the roads, but I could be
wrong.

I think there was a law that Michigan tractors had to have
fenders but I didn't know it was just to to travel down the
road. How did a guy know he would never be on the road?

A lot of tractors never had fenders when new. Kinda a waste to have fenders on a mounted picker tractor.
Just more Stuff to take off and put on. Same thing to a lesser extent with the tractor the front mounted
cultivator went on.
