JD 3020 Rockshaft Jumping

I have a recently acquired JD 3020 I got running, etc. I hooked up an 8' three point shredder and with the rockshaft control lever in the full up position, the shredder jumps up and down. If you pull the lever down 1/8" to 1/4" it stabilizes. I compared the cable in the rear to my 3010 and everything is spaced out the same.
 
Yes sir. 11 gallons of JD Hydraulic oil, new filter and cleaned a metal screen that is about a foot long from a side drain plug behind the filter housing. I'm reading the service manual now, but I'm in over my head.
 
The most COMMON (but dertainly not the only) cause of 3-point "jumping" is a leak at the piston seals.

Could be as simple as needing to replace the seals, or a rusted/scored/scratched/BAD cylinder bore.
 

Since 3 pt stabilizes when control lever is lowered a little I'm going to state L/D mechanism needs adjusting as outlined in JD tech manual. Have you changed location of L/D lever under seat?
 
Yes I did. It does do different things at different settings. On one setting, it hops no matter where the lever is. On the L/D setting is where it will stop if you pull down on the lever some. Actually, that is lowering the shredder about 1/2 way.
 
Thanks for response. If you turn the tractor off with the shredder up it doesn't take very long (say 3 or 4 minutes) for the shredder to go all the way down. So, that's an apparent characteristic of the seals being worn out. I did change the hydraulic oil and filter and cleaning a screen there underneath by the filter housing, before I started all of this, and the oil wasn't really all that bad, so I am surprised that the rockshaft cylinder seals would be that bad.
 
Ok, on second thought I changed the hydraulic filter, but you say transmission filter. Is there a transmission filter? This is a syncro range not a powershift if that make a difference. Like I said I cleaned a tubular screen that's about a foot long from a horizontal drain plug there behind the hydraulic filter housing.
