Can't adjust pulley brake on JD 720

On my early model 720, there is no more then 1/8" movement in my pulley brake operating pin when I pull back on the clutch lever, if that! Because of this, when I adjust the adjusting screw on the brake pad so I can stop the pulley with the brake pad when I pull back on the lever, the pulley is binding so much it can't turn freely.. If I adjust it so the pulley can turn freely as indicated in the manual, then pulling back on the clutch lever has no effect stopping the pulley. What is my solution to this?
 
Sounds to me like you need a new operating pin with shims. Had to replace this pin on my 1956 70D. Hope it is still available as I recall having some trouble getting that pin. Can not remember if it was the earlier or later version of that pin but one was NLA from Deere. There is a serial no. break in the parts catalog, your early 720 should be the same as my late 70 D. Not too bad a job since you are familiar with the operation.
