51 Model A steering binding

I have a recently restored 51 model a and when I re-inserted the steering wheel shaft it acts like it is locking up or really binding. I cannot turn the wheel when it is sitting still. Any ideas?

There are 2 identical bearings at the front end of the steering shaft. The inner bearing probably fell out of position when you installed the steering shaft. If you tightened the front bearing cap all the way into position you crushed the inner bearing.
Pull the shaft out and check the inner bearing. When you reinstall the bearing load it up with some heavy grease to help hold it in place in the bearing cup.
