37 A carb problems

I'll be the first to admit that I am not good with carbs On my 37 A it has a problem getting gas into the cylinders. It's a "rebuilt" carb from my normal guy who always does good work. The only time I could get it to run good is when it sucked a shop towel down the intake partially plugging it and creating a stronger "choke." Even on full throttle and full choke you cannot get gas to come out of the petcocks. I've had tractors before that will flood badly under those settings.

Would a misadjusted float cause this or is it something with airflow?

Start from scratch, set the float your self, pull the fuel nozzle out, inspect check idle circuit and the throttle shaft bushings for air and you should be good to go.Is the choke butter fly closing completely? Does the tractor run correctly if you pull start it?
 
Let's assume for now that he did everything right as far as the carb rebuild. Now just what was the problem that caused you to get it rebuilt in the first place? I would assume it was because it didn't start or run right? Simply put , if it won't suck gas then it is because it can suck air easier. A few things come to mind. Mating of carb/manifold leaking , manifold cracked , manifold gasket leaking , exhaust valve stuck open , but you say it runs fine when choked off with rags? If in fact it really does run good when choked off then it would have to have a pretty large air leak somewhere. OR!!!! you are starving for fuel upstream of the carb. That would be my guess. I doubt it is the carb. Even if he missed something it probably wouldn't do what you are saying.

Engine is all new, fuel lines are all new, etc. I sent the carb to him because I knew he would do it right.
