am using a laptop and this happens to me every so often, to fix this problem just hold down the LEFT ctrl and the LEFT shift key at the same time for a good 5 seconds (5 Mississippi) thn it should fix it, if it doesnt work the first time then just try holding them down longer.

Come and check it out. It's worth seeing and hearing (ALMOST as loud as my Allis!!)

Your ? issue does not sound like a Windows problem. I would look for a keyboard problem. You can get a ? by holding down your ALT key and typing 0063 on your keypad and then releasing the ALT key. To get the É character, you hold ALT and type 0201. The two characters are not even close in coding so I doubt Windows is mixing them up.
