Following your advice John, I installed the magneto on a tractor and with it bolted up.....it fires one at a time!!!! In the vise I had a big alligator clip on the plug ground and the mag housing(with a wire in between) somehow it must not have been enough ground. I plan to check another mag when I find one the same way to see if it was just this one. Super thanks to John T., F-I-T, Mike M and rusty wheel for helping on this .
