51 A PTO shaft seal

In process of restoration.Last year put the rear cover on the axle housing. New seals and bushings for PTO shaft. New packing and re-used the spring loaded cup at the PTO shaft bushing.
The steel cup looked great,but I just put oil in the Power-trol and have a little weeping in to the transmission case. Does this need to be run a little to seat the cup against the bushing to make a tight seal?I oiled everything during assembly,but it has been setting for a year or so. I don't want to fill the transmission until I'm sure I won't have to tear it down again. Apreciate any help or guidance. Thanks.
 
Is it possible that the seal dried out as a result of sitting for a year? You might let it sit for a while longer and see if it stops leaking due to the seal swelling up. Maybe?
 
If I remember correctly the packing was rubber or neoprene,not leather. Was awhile ago, maybe don"t remember correctly. I hope it just needs to seat-in on the end of the bushing.
