John Deere 316 Not Pumping Fuel and Surging....

I have an '85 John Deere 316 with the P218 18 hp engine. While mowing up hill this past weekend, the tractor just quit and would not refire. Just like it ran out of gas.
I inspected the fuel filter and found no gas present. I removed the fuel pump and opened it up. No apparent damage, so put it back together and reinstalled.
With the motor lower than the fuel tank, it will pump fuel and run, but the engine surges at all speeds. I checked the vacuum line and it seems to be functioning properly.
After this, I determined it must be the pump and installed a new one today. Same result and symptoms.
Is there something here I am missing that may seem obvious to someone else?

Thanks fordjubilee. Tomorrow night my first task was going to be blowing back through the line to the tank to see if there is any obstruction.

That is an Onan engine. Very common for them to surge from lack of fuel. Also your carb may be clogged just enough to make it surge. Try running some gas cleaner in the tank. Also check the fuel pump for cracks in the body. Another common problem. Worked for Onan for thirty years,so I do know a few things.
 
Okay - tonight I removed the fuel line from the tank and checked for a blockage - none found. Blew back through fitting on the tank and had air venting through the cap.

I'm down to two thoughts -
either the new pump I purchased is faulty or the vacuum line is not providing enough vacuum?

Any tricks for vacuum lines?
