1956 model 60 governor not working

I got my 1956 60 running for the first time in 20 or so years last night. The motor was stuck and it had been sitting in a field for the last 15 years. The governor does not appear to be doing anything. I can grab it and move it easily with my hand but I don’t feel any response. Where should I start looking?
 
The operating sleeve and gov. weights are stuck. Take the gov. shaft assembly out of the gov. housing and use some PB Blaster or your kind of penetrating fluid and loosen it up and make sure everything turns and moves freely.
