Can anyone tell what I need to do to use this brush hog like it is without cutting off the arms that are welded on where the 3 point lift arms attach too?

For sure, those IH fast hitch prongs need to be removed. You have another problem, too. There's no space at the top of the a-frame for a toplink the way it's been modified. Also looks like they put stiffeners between the top of the a-frame and the back of the machine where there should be some sort of flexible system.
 
Take a cut off wheel and cut the weld holding the fast hitch arms on. Then you need to bolt a clevis on the top hole of that A frame, and run a 5/16 chain from the clevis to the top link pin on the tractor. The frame is solid on your mower, and the top link has to flex on a mower,the chain will let that happen cheap and easy. Save those arms, someone will buy them.
 
This is what it should have looked like. It hard to tell from the picture, but it looks like the arms will just unbolt. If welded on, like they said, grind the welds off. The clevis idea will work for the top link.
