Wise ones.

I have now spread 200 yds. of well aged dairy and chicken compost on my main dairy field with my new to me New Idea #17. So far, VERY good.
I have the manual and have scoured it thoroughly but I don't see the answer to a fairly simple question...

Looking toward the tongue from the beater end; left engagement lever activates the floor chains. Got it. But the right hand lever does what exactly? Does it
affect the speed of the floor chains? I've used all the various positions but if there is any change, it almost imperceptible to my eyes.
Anyone have a quick 3-4 sentence tutorial to share?

Not familiar with that spreader but most spreaders lever without notches is beater on and off. Lever with notches is apron speed.
 
It is to control the apron speed. If you look at the tire on that side of the spreader should be a ratchet and what I will describe as gear with few but very deep teeth and a rod that goes up and down inside those big deep teeth. Apron speed is controlled by how much travel there is up and down those teeth. There are a couple of things to look for with the ratchet assembly - strength of the spring that returns the lever back down into the gear after it travels up and if the assembly is lubricated. I think all those older ground driven spreaders with the 2 digit model numbers are set up the same way, even my very old horse drawn unit.
 
Might not seem like much but if working right the speeds make a big difference.
