Sheppard implement question

Seen at the Williams Grove (PA) tractor / steam show (just ended on Sunday). Featured Sheppard equipment but only had one tractor (a SD3) and one implement. Anybody know what the implement is? PTO powered, two-row and some kind of simple beater at the back of each row. Some kind of topper for sugar beets ?????????

I can't disqualify the sugar beet topper because I have never seen one. I have seen a few corn stalk choppers, used after field corn is picked in the fall, that look like this. They make fall plowing much easier.
 
Dad had a corn stalk chopper that looked like that stuck WAY back in the side shed of the barn and badly covered with dust. I never saw it hooked to a tractor let alone used.
I was assigned the job of cleaning out that barn and getting ready for Dad's quitting farming auction when I was home from college over Thanksgiving fall of 1972, and Dad's sale was a week or two later. I probably pulled it out and parked it somewhere in the yard to be staged with ALL the other equipment, first time it had been hooked to a tractor in 20 years, flat tires and rotten V-belts and all.
