Horse Drawn Manure Spreader-Mystery Manufacturer

I recently acquired this horse drawn manure spreader. I've bounced it off of drawings and photos and am unable to pair it with any. All parts of any size are marked with unique alpha-numeric IDs example R2230, and so on. One picture shows what appears to be the foundry or manufacturer mark or seal which I found on only one part on the entire unit. For what it's worth for historical/regional info, it was acquired in central OK.
 
I'm leaning towards it being a David-Bradley or a Sears catalog-type spreader.

What is the purpose of the rims mounted inside the rear wheels? Seems like there should only be a drive sprocket in there.
 
Probably had rubber tires and when they went bad the steel wheels were added instead of buying tires. No lugs on the steel wheels so I don't think they were original. Kind of unique to have a rubber tired spreader like that....I'll buy it.
