I see nothing that would pull dirt into a "hill" it looks to me like a Flax windrow roller,, but maybe there is more on the front than I can see that would pull the dirt up,,

Yep I agree with Ben. Growing Turnips for cattle feed was very common practice here in Ontario. And 40 years ago, nearly every auction sale had a Turnip planter on it. The wooden handles are missing off of that one.
