we cleared about 7 acres of trees and dug 2 large ponds. The ground is very rough, large excavators were stuck etc. I have discs, drags, harrows and other equipt. Locally I can buy a 14' harrow for a very good price. I have some areas fairly level, however when i drive across them with a short wheelbase tractor it tends to bounce. I plan to mow this area, I did not seed the area I prepared last fall. I have another really rough 6 or 7 acres to go, to wet to touch until probably July. somehow I got the idea this cultipacker might work out for a last pass and a second pass after seeding. what think you? should I forget it?

Agree.

The cultipacker will provide good seed to soil contact.

A cultipacker(roller) will mash clods down to a smoother surface,and tend to push the seed down in better contact to the dirt. I use a pulvimulcher for seeding,works great.Leave the teeth down just enough to lightly cover seed.I see a very definite improved germination rate when I 'roll' the seed after broadcast planting.I even plant larger small grains(wheat,barley,oats) with a spreader and roll them. Only I set the teeth deeper. I no longer even own a grain drill. In your case,I think I would pull a drag harrow first,then roll it.
 

Cultipackers are great for seedbed smoothing, but they won't move any amount of material from high to low places. You can make it look a lot better by discing with that 14 ft disc. HOWEVER, the places that are filled will over the next few years settle considerably and it will get very rough again, and your tractor will be bouncing again. Two options are: 1. compact the areas that are filled by driving over with a wheeled vehicle and disc again; 2. bottom plow it. The bottom plows will give you a new bottom under the loose soil which will be very close to level. and of consistent looseness so you won't get the uneven settling.
 
Use a field cultivator with a spike drag behind, forget you have that disk. Disks do not level but a field cultivator will Or a pulvi-mulcher, anything with teeth.
 
Anything you do will help. I would disk it a few times then drag a big beam or something heavy and long as you can pull or find. It will settle but nothing in life is perfect. I love a cultipacker. Get your seedbed where you like it then do it once more.

The beam will level the top but will do nothing for a foot down where the real problems are.
