Brillion cultipacker questions

My aunt gave me this old 8' cultipacker, labeled Brillion. Trying to figure out how to repair. It doesn't have cultipacker wheels on a gang bolt like all the others I have seen. It has cultipacker "bands" around a large round axle with compression bands on both sides. Also has rear wheel hubs, but no way to raise or lower. Any ideas. I would appreciate any ideas or advice. Thanks.

Looks to me like someone tried to make a rockshaft
to raise the packer for transport but they didn?t quiet
finish it . Or you could pull the packer with a 3 point
drawbar and with the wheels on the back you could
raise the 3 point and carry the packer that way
 
I think the wheel hub assembly is original, but the front portion of the wheel assembly has been welded to the tongue. The tubing cuts at the back look like someone worked on it..Don't really know. Thanks for your input.
 
Maybe someone else has seen something like this?
To me it all looks like a home made job as far the
wheels go but maybe not ? Looks like a good idea

Nope, not seen anything quite like that.

My brain knows what it maybe should do, but it just doesn?t look right to do it, too light, odd geometry to lift....

I was thinking put a cylinder on it and push the wheels back and at that angle they would go down and maybe lift but it appears to be welded solid so I?m back to my other theroy that maybe you just drag it up some block and then bolt the wheels on when your done and it will lift it enough the packers clear the road . Pretty sure the whole system is homemade
 
Wish I could see better but those wheels as I can see them look factory to me from a later type of packer and should be on a 4" axle with roller bearings to mount the axle. Somebody tried to make a transport and never finnished it.
 
It is homemade and only ONE of TWO rollers were used. Brillion made a hyd. transport for them, but it was an end pull setup.There was a rockshaft actuated with a 3x8" hyd. cylinder, with wheels that straddled the rollers crosswise and then you hooked onto the end of it with your tractor or drill. It wasn't a very popular option. They also had stub axles that you could slide into holes in the cast end housings. You could either pull the end of unit out over a ditch and slide stub axles out or in, or jack the ends up with a High Lift jack and side them in or out. Many farmers just drug them down the road behind the drill. We still have one up on the farm that is pulled behind the drill. Just drag it from field to field.

Are these the holes for the transport wheels you mentioned? This may have been a seeder, has gears on one side of the axle.

Those extra holes in the housing may be for axle stubs that have a hub and tire on them.Raise the tongue up in the air slide the axles on and then pull the tongue back down and it lifts the packer part off the ground enough to transport.
 
YES that is where the stub axles slid in. The hole under the O in Brillion is where a bushing and a bolt held on the rear roller arm, as seen in the parts break down that another fellow posted, and the hitch that I referred to bolted on where the angle iron frame is attached to the end castings.
