Bale wrap hierarchy and suggestions

Generally speaking I believe here are the ways you can wrap a bale, please correct if not accurate:
Plastic or sisal twine
Plastic netting
Net wrap fabric
Thick net wrap known as "B" Wrap
Plastic wrap or sheeting on outside circumference of bale only
Finally, completely plastic sheeting wrapped bales (baleage)either individually wrapped or in a tube.
I put these in order of what I think give the bale from the least to most protection from the elements.
If you were rolling bales for resale and could not store them inside, what wrap would you choose? Consider the baleage options off the table as they can require different handling and wrapping equipment (versus a different end product - baleage vs dry hay).
 
Not entirely sure just what your questions is. Any way I will offer my opinion. Forget sisal twine, tends to cost more now than plastic, and the darn stuff rots off the bales in a short time. Net wrap does shed a bit of water, but if you live were the bales can freeze to the ground, the net wrap will freeze down and break when you lift the bale. Then you have a non tied hay pile. This past summer I had more dry hay than I had storage for, so I used my in-line bale wrapper to wrap dry hay , to protect it from weather. Comes out looking just like it went in.
