Fence Row Find - what is it?

Neighbor uncovered this on my fencerow while clearing back brush. What is it? It appears to have some JD green paint on it so guessing some sort of wagon running gear. Front is steerable and back has some sort of manual drum brakes. Any value to this or off to the salvage yard? I'll give it away if it is usable.

The chain sprocket on the left rear leads me to believe it is what's left of a horse-drawn manure spreader after the wood rotted away.
 
That sprocket is for an endgate seeder for sowing wheat, oats, rhy or clover or grass. Cannot tell what make it was.
 
Looking at it again it is what is left of a manure spreader, Possibly a David Bradley as all wheels are same size, being a horse drawn spreader. That rear axle is a live axle in that it drives from both wheels and there are no hound braces as would be for a wagon as I first thought.
 
Check the wheel hubs, if it is JD, the hubs would possibly be cast with JD in them. Like others have said below, most likely a politician's wagon.
