Some things to look at. Roll it over by hand, trip the knotter and cycle it through slowly. Watch that the needles are extending high enough for the twine disc to grab the string really good and that the needles are lightly rubbing the knotter frame when fully extended. also check the needles to see if there are grooves worn in the eyes. If there are grooves take them out and weld and polish them back to a round shape. Also check the ceramic guides that the twine runs through. They get worn also, you can just loosen the clamps and rotate them. The tucker fingers are also adjustable. Make sure they are grabbing the string good. The tension on the bill hooks is also adjustable. I wouldn't mess with timing on the twine disc till all these other things are looked at. The tucker fingers should pull the twine back as far as possible but give the needles enough room to clear.

The service manual covers all these adjustments.
